Progressive tax schemes are generally a heavy burden on the wealthy 1%. However, several countries try to attract wealthy foreigners with a lump sum tax scheme, allowing them to lower their tax burden.
The tax scheme is not meant for the higher middle class, since the advantage only kicks in once your yearly income gets close to the 7 digits.
The lump sum is €100.000 annually for an individual (+€25.000 per family member who wants to benefit from the same advantage).
Live in Italy and Pay 1% Tax... but you need to be one of the 1% richest people to save that much on taxes ...

The Italian real estate lawyer: Marco Permunian is interviewed by Rafael Di Furia
A few more words on both:
Rafael Di Furia is a US citizen, his Italian ancesters came from the south. He needed to learn Italian when settling in Italy. He first lived in Merano, Trentino Alto Adige, where he struggled learning the local German dialect and soon moved to Rovigo, the southern province of Veneto. A few years ago he moved to Portugal.
Marco Permunian is Italian born and a graduated lawyer from the university of Ferrara. He is intermediating for obtaining Italian citizenship, he provides fiscal and taxation advice and Italian real estate advice. His surname lets suppose a Persian or Armenian descent
