The lists' main focus is on countries to which people often relocate to, whether for work or for retirement (which is the main focus).

Again, several factors are taken into account:

1. crime statistics
2. percentage of incarcerated persons
3. probability of political turmoil and terrorism threats
4. traffic safety
5. climate and natural safety (typhoons, earthquakes ...)
6. Human development index and health care quality
