A Salary being the only income, there are several countries which are not affordable. The general price level is one measure of total expenses, but so are rents and/or the price of real estate.
Let's dive into it. And where one or the other or perhaps both seem more or less reasonable, wages can be dreadfully low, making a country unaffordable. These are the driving forces for emigration. And we are not talking about third world Africa here:

For each country on the list, total expenses are compared to the median salary. Including the 'transcontinental countries', the top 10 is altered significantly.

Portuguese cities have become unaffordable because of escalating real estate prices and rents.
Greece has not recovered after the 2012 debt crisis and salaries are way too low, while the general price level is hardly below that of Spain or Italy. Malta on place 10 also suffers from expensive rents.
